P69 - INSTASUR

The project 69 of the NRBC Centers of Excellence for the Atlantic Façade of Africa (FAA) aims to improve and strengthen the management of classified high-risk facilities in the 10 partner countries: Benin, Cameroon, Côte d'Ivoire, Gabon, Liberia, Morocco, Mauritania, Senegal, Sierra Leone and Togo.

Management of high-risk chemical facilities and risk mitigation in the African Atlantic Façade (including Sierra Leone).

The project 69 of the NRBC Centers of Excellence for the Atlantic Façade of Africa (FAA) aims to improve and strengthen the management of classified high-risk facilities in the 10 partner countries: Benin, Cameroon, Côte d'Ivoire, Gabon, Liberia, Morocco, Mauritania, Senegal, Sierra Leone and Togo.


The specific objectives of P69 are to develop capacities and good management of chemical risks in the FAA region with:

  • Prevention of the occurrence of serious risks of chemical incidents in and around the facilities.

  • Rapid and appropriate intervention in the event of a chemical incident, to limit the impact on human health and the environment and resume normal activity (to preserve economic activity and employment).

P69 (2019-2020) follows on from P41 (2016-2017) which allowed:

  • The creation of a regional multidisciplinary team made up of 31 experts.

  • The acquisition of various skills such as: recognizing dangerous chemicals, classify an installation that contains chemicals, conduct and verify hazard studies, pollution risk reduction measures, emergency and recovery plans.

  • The creation of educational modules of good practices (in French & in English).

  • The implementation of good practices and legal recommendations:
    classifications of some installations,
    country positioning reports (country profiles),
    awareness of inter-ministerial and state-industrial dialogue,
    regional exercise.

The objectives of the P69 are as follows:

  • Support partner countries towards autonomy in the field of prevention, preparation and response to industrial risks.

  • Consolidate and put into practice the knowledge and skills acquired during P41.

  • Strengthen the regional dimension of the theme Industrial and environmental risks.

The P69 is led by the consortium made up of the operator EXPERTISE FRANCE - French Agency for International Technical Expertise and INERIS Development with technical support from INERIS.


The P69 Project is made up of three Complementary Work Packages:

  • CWP1: Technical assistance ultimately enabling the legal framework to evolve.

  • CWP2: Strengthen the regional team, both numerically and in terms of skills.

  • CWP3: Technically support the actions carried out by the regional team (RE) in each country.
